Can Singaporeans Buy Property in Batam? Hak Pakai, Minimum Prices and UWT

A Singaporean can buy a home in Batam in their own name, but as a time-limited right of use, above a price floor, and on land that carries an annual fee.

At a glance

  • A foreigner with a passport, visa or stay permit may own a home ([PP 18/2021, Pasal 69](https://peraturan.bpk.go.id/Download/154522/PP%20Nomor%2018%20Tahun%202021.pdf)).
  • Foreigners hold Hak Pakai for 30 + 20 + 30 years ([BP Batam land portal](https://lms.bpbatam.go.id/portal/bantuan/qna/detail/l5)).
  • Kepulauan Riau minimum: Rp2 billion landed, Rp1 billion apartment ([Kepmen ATR/BPN 1241/2022](https://jdih.atrbpn.go.id/peraturan/download/1109/Kepmen%20ATR%20KBPN%20Nomor%201241_SK-HK.02_IX_2022.pdf)).
  • UWT is due within 10 calendar days of approval ([BP Batam land portal](https://lms.bpbatam.go.id/portal/bantuan/qna/detail/l5)).

Can a Singaporean buy property in Batam? Yes, in your own name, with your passport. But you hold it as Hak Pakai, a right of use for a fixed term, not freehold. In Kepulauan Riau, the minimum price is Rp2 billion for a landed house and Rp1 billion for an apartment (Kepmen ATR/BPN 1241/2022). BP Batam land also carries an annual fee.

This guide is written from the regulation texts, checked on 4 November 2026. BatamGems is an independent guide, not an agent or a law firm. We take no fee and file nothing. BP Batam is the body that manages land and licenses businesses in Batam.

The short answer

  • You can buy: a foreigner holding a passport, visa or stay permit may own a home.
  • Your title is Hak Pakai: 30 years, then 20 on extension, then 30 on renewal.
  • Not HGB: that title is for Indonesian citizens and legal entities.
  • Minimum price in Kepulauan Riau: Rp2 billion landed, Rp1 billion apartment.
  • UWT: an annual fee to BP Batam on land it manages.
  • Never a nominee: buy in your own name only.

What you actually own: Hak Pakai

You may have read that every property in Batam is a lease. It is not a lease, but it is not freehold either: a foreign buyer holds Hak Pakai, a registered right for a fixed term.

Under PP 18/2021, Pasal 69(1), a foreigner may own a home if they hold an immigration document. The elucidation says that means a visa, passport or stay permit. So a Singapore passport qualifies.

What you get is Hak Pakai. The BP Batam land portal gives foreigners Hak Pakai for 30 years at first, 20 on extension and 30 on renewal. HGB or Hak Pakai goes to Indonesian citizens and legal entities. PP 18/2021, Pasal 52(1) sets the same 30, 20 and 30 years for Hak Pakai.

For a landed house, Pasal 71(1) allows Hak Pakai, including Hak Pakai on land under a management right (Hak Pengelolaan). That is the kind of right BP Batam holds (PP 41/2021, Pasal 17(2)(d)).

The home can be inherited. Under Pasal 69(2)–(3), a foreign heir must also hold an immigration document.

The minimum price in Batam

PP 18/2021, Pasal 72 limits what a foreigner may buy: a minimum price, land area, number of plots or units, and residential use only. The prices are set by province in Kepmen ATR/BPN 1241/2022.

Batam is in Kepulauan Riau (Kepri). Rp5 billion and Rp3 billion are the Jakarta figures, not Batam's.

Type of homeKepulauan Riau (Batam)DKI Jakarta (for comparison)
Landed houseRp2,000,000,000Rp5,000,000,000
Apartment (strata unit)Rp1,000,000,000Rp3,000,000,000

Kepri is not named in the apartment table. So the other provinces row, Rp1 billion, applies. The decree was set on 9 December 2022. The ministry's regulation index lists it as in force. Still, confirm the figure with BPN or BP Batam before you pay.

Every payment is in rupiah. Our money in Batam guide explains why.

Apartments: the land under the building

A foreigner may buy a strata unit built on Hak Pakai or HGB land (PP 18/2021, Pasal 71(1)). Pasal 71(2) says such units are ones built in special economic zones, free trade zones, industrial zones and other economic zones.

Ask BPN for the title of the land under the building before you buy.

There is one more route. In a tourism KEK, foreigners may own property (kek.go.id).

UWT: the Batam land fee

UWT (uang wajib tahunan) is an annual fee on land under BP Batam's management right. It is part of BP Batam's revenue under PP 41/2021, Pasal 17(2)(d).

The BP Batam land portal sets three timing rules:

  • Pay within 10 calendar days of approval. If you do not, the allocation lapses by itself.
  • Renew 6 months or more before the UWT term ends. Late renewal brings a penalty.
  • The amount follows a regulation of the head of BP Batam.

The UWT invoice has three parts, one of them a Rp100,000 recommendation fee. The rate per square metre sits behind the portal's calculator, so we do not quote one.

Before you pay a seller, ask two questions: who pays the UWT, and when is the next payment due?

Do not buy in someone else's name

One workaround you may hear about is buying through a local friend or partner. Do not. We found no official rule that protects a foreigner in that deal. For company shares, UU 25/2007, Pasal 33 goes further and makes such agreements void by law.

If the home is in someone else's name, it is theirs. If you need a business property, a PT PMA is a legal entity and can hold HGB (BP Batam land portal); see how to set up a PT PMA in Batam.

Before you pay

  • Check the title is Hak Pakai in your own name.
  • Check the price is above the Kepri floor.
  • Ask about UWT: who pays, and the next due date.
  • Walk away from any deal that needs a nominee.
  • Not ready to buy? Rent first; see where to stay in Batam. Entry rules are in Batam entry requirements.

Where to check before you pay

BP Batam runs a one-stop licensing office (PTSP). Land matters also run through its land portal.

  • Counter: Mal Pelayanan Publik Kota Batam, Batam Centre, Batam 29400.
  • Licensing WhatsApp: +62 855-6670-011.
  • Email: tuptsp@bpbatam.go.id.
  • Online: apply through OSS (oss.go.id) or I-BOSS (iboss.go.id).
  • Hours: Monday to Friday. The PTSP site (ptsp.bpbatam.go.id) shows two different times, so confirm on WhatsApp first.

Details are from the PTSP service page (ptsp.bpbatam.go.id). For business routes, see investing in Batam from Singapore and opening a hotel in Batam.

It is due within 10 calendar days of approval. Unpaid, the allocation lapses. Renewal falls due 6 months or more before the term ends ([BP Batam land portal](https://lms.bpbatam.go.id/portal/bantuan/qna/detail/l5)). Ask the seller who pays it and when.

Can a foreigner buy property in a special economic zone (KEK)?+

In a tourism KEK, yes: foreigners may own property there, according to the incentive list on kek.go.id, based on PP 40/2021 ([kek.go.id](https://kek.go.id/id/investment/incentive)). Outside a KEK, the usual rules apply: a home held as Hak Pakai in your own name, above the Kepulauan Riau minimum price, with UWT payable to BP Batam.
