Batam Entry Requirements for Singaporeans and Malaysians (2026)
No visa, but three things to get right: passport validity, the free All Indonesia declaration and customs limits on both sides. Checked in October 2026.

Singaporean and Malaysian citizens do not need a visa for a short trip to Batam. You do need a passport valid at least six months from your date of entry, and you should complete Indonesia's free All Indonesia arrival declaration in the three days before you land. Visa: not needed for short visits
Indonesia offers a visa-free visit to citizens of designated countries, including ASEAN members such as Singapore and Malaysia. Ferry operator Sindo Ferry confirms that Singaporeans and Malaysians are visa-free for short visits.
According to Indonesian immigration (Imigrasi Kendari), the visa-free visit:
- allows a stay of up to 30 days
- cannot be extended or converted to another permit
- is for tourism, social, arts and cultural activities and family visits
- cannot be used for work, trade or journalism
If you are travelling on business, check the correct visa with the Indonesian embassy before you go.
Passport validity: six months
This is the rule that catches people out. Your passport must be valid for at least six months after your date of entry into Indonesia. Singapore's ICA also advises citizens to make sure their passport is valid for at least six months before departure and to avoid travelling on a damaged passport.
Check the expiry date now, not on the morning of the ferry.
Return or onward ticket
Indonesian immigration lists a return or onward ticket as a requirement for visa-free entry. Keep your return ferry or flight booking handy on your phone.
The All Indonesia arrival declaration
Since 2025, travellers arriving in Indonesia complete one digital form called All Indonesia. It replaces separate processes and combines:
- the immigration arrival card
- the customs declaration (previously e-CD)
- health and quarantine declarations
Key points, from Indonesian immigration's official announcement:
- Batam's international port was among the first places where the declaration became required, from 1 September 2025.
- You can complete it up to three days before arrival.
- It is free of charge.
- Use the website allindonesia.imigrasi.go.id or the official All Indonesia app.
You receive a QR code once you submit. Screenshot it before you board, as signal on the ferry can be patchy. Ignore any website that charges a fee to "process" the form.
Singapore Permanent Residents
Singapore PRs who hold a passport from a country eligible for Visa on Arrival may enter Batam, Bintan and Karimun for up to four days without a VOA, provided they present their physical Singapore blue IC, according to Sindo Ferry. The four-day stay cannot be extended; for longer stays a VOA is needed on arrival. Bintan Resort Ferries also lists a seven-day Riau Islands VOA option. Check your own nationality's rules before travelling.
Customs on arrival in Indonesia
Indonesian customs (Bea Cukai) allows personal goods bought abroad up to US$500 FOB per person per arrival without duty. Each traveller has their own allowance, including children, and amounts above it are taxed. You must declare cash and bearer instruments worth IDR 100 million or more.
For alcohol and tobacco, consultancy Cekindo cites limits of 1 litre of alcoholic drinks and 200 cigarettes (or 25 cigars or 100g of tobacco) per adult. Check the Bea Cukai website if you are carrying anything near the limits.
Customs when you return to Singapore
Singapore Customs rules matter on a short Batam trip:
- Liquor: the duty-free concession applies only if you spent at least 48 hours outside Singapore.
- GST relief: up to S$500 if away 48 hours or more; up to S$100 if under 48 hours.
- Tobacco: no duty-free concession or GST relief on cigarettes and tobacco.

Malaysians returning home
If you return to Malaysia directly by ferry or air, check the Royal Malaysian Customs Department for current allowances before you travel. If you route through Singapore, non-residents must submit the free SG Arrival Card within three days before arriving in Singapore; see ICA.
On arrival: step by step
- Disembark and queue for immigration. Have your passport open at the photo page.
- Show your All Indonesia QR code. It is scanned at immigration and again at customs, so keep your phone unlocked and charged.
- Answer any questions about the purpose and length of your stay, and have your return booking ready.
- Pass through customs. Declare anything above your allowances.
Common mistakes to avoid
- Travelling on a passport with less than six months left. Check the expiry date against your arrival date, not your booking date.
- Paying a third-party site for the arrival declaration. The official form is free.
- Filling in the form too early. It is designed to be submitted within the three days before arrival.
- Assuming the duty-free rules are the same as for longer trips. On a one-night trip, Singapore's liquor concession does not apply.
- Using visa-free entry for work. The visa-free visit cannot be used for work or trade; check the correct visa with the Indonesian embassy.
