Bringing Food from Batam to Singapore: What SFA Allows

Most Batam snacks can come home with you. The catch is the filling: pork and beef from Indonesia are not allowed, and cakes share one 5 kg limit.

At a glance

  • All processed food, such as biscuits and layer cake, shares one 5 kg allowance per traveller (SFA list, updated 2 Nov 2026).
  • Indonesia is an approved source for poultry only, so pork floss, bak kwa and beef from Batam are not allowed.
  • Dried fish such as ikan bilis is allowed up to 5 kg; 30 chicken eggs from Indonesia are allowed.
  • GST relief is S$100 if you were away less than 2 calendar days, and S$500 for 2 days or more.

Can you bring food from Batam to Singapore? Mostly, yes. Biscuits and other processed food share one 5 kg limit per traveller. The catch is the filling: for meat, SFA approves Indonesia for poultry only, so a snack made with pork or beef stays behind.

Below is what the Singapore Food Agency list says, checked on 4 November 2026.

The short answer

  • Biscuits, nuts and other processed food: up to 5 kg in total. Layer cake (kueh lapis) and banana cake are not named, but they fit this group.
  • Pork floss, bak kwa, beef rendang from Batam: not allowed. Indonesia is not on SFA's pork or beef lists.
  • Chicken floss: allowed. Indonesia is an approved source for poultry, up to 5 kg.
  • Ikan bilis and other dried fish: allowed, up to 5 kg.
  • GST: if you were away less than 2 calendar days, your relief is S$100.

What SFA allows from Batam

The SFA list of food allowed was last updated on 2 November 2026. These are the rows that matter for a Batam trip.

What you boughtSFA groupAllowed from Indonesia?Limit
Biscuits, nuts (named); layer cake, banana cake (not named)All other processed foodYes5 kg combined
Pork floss, bak kwa, pork fillingsMeat (pork)NoNot allowed
Beef rendang, beef flossMeat (beef)NoNot allowed
Chicken floss, chicken snacksMeat (poultry)Yes5 kg
Ikan bilis, dried fishFishYes5 kg
Chicken eggsShell eggsYes30 eggs
Fruit, including durianFruit and vegetablesYesHand-carry size

Two words in that list do a lot of work. "Combined" means your cakes and biscuits are weighed together, not 5 kg each. "Meat products" means all forms of food products containing meat, so a cake or bun with a pork filling counts as pork.

The food is for you and your family only. The SFA general rule says you may not sell any of it, not even to friends or online. Food with hemp seeds is never allowed.

Batam snacks SFA does not name

Some favourite Batam snacks are not on the list by name. We will not guess for you.

  • Otak-otak: not named.
  • Fish crackers (kerupuk ikan): not named. The list does not say if they count as fish or as processed food.
  • Gonggong crackers: gonggong is not named anywhere.
  • Luti gendang (a bread roll with a fish filling): not named.

If you are not sure, SFA's own advice is to check its list before you buy.

GST: it is days, not hours

The rule is not "48 hours". The Singapore Customs page counts calendar days, from your departure day up to the day before you return. The time of day does not matter.

Your tripDays abroadGST relief
Leave Saturday, back Saturday0S$100
Leave Saturday, back Sunday1S$100
Leave Saturday, back Monday2S$500

So a Saturday-to-Sunday weekend is still "less than 2 days", even if you were away for 30 hours. Duty-free liquor also needs at least 2 days away, and there is no concession for cigarettes at all. If your shopping is over the relief, pay the GST in advance on the Customs@SG web app, or at a Customs kiosk at the checkpoint.

If you carry more than the limit

Food over the SFA limit is held at Customs. You then have two choices, set out on the SFA page for detained food:

  1. Apply for an import permit. SFA and Customs charge no fee for it, although a declaring agent will charge for their service. SFA processes the permit within 1 working day.
  2. Leave the food to be thrown away. For a large amount, you pay for the disposal.

For a day trip, the simpler fix is to stay under 5 kg.

Before you pay at the counter

  • Weigh it up: ask the shop for the weight of each box, then add it all up.
  • Read the filling: say no to pork floss and beef from Batam.
  • Count your days: calendar days, not hours.
  • Keep receipts in one pocket for the checkpoint.

Questions people ask

Can I bring kueh lapis from Batam into Singapore?+

Yes, within the limit. SFA does not name layer cake, but it fits the group of other processed food, such as biscuits. That group has one 5 kg limit per traveller, for the combined weight. It must be for your own use, not for sale.

Can I bring bak kwa or pork floss back from Batam?+

No. SFA counts any food containing meat as meat, and Indonesia is approved only for poultry, not pork or beef. Chicken floss from Indonesia is allowed up to 5 kg.

Is the GST relief based on 48 hours?+

No. Singapore Customs counts calendar days, from your departure day to the day before you return. Away less than 2 days: relief up to S$100. Away 2 days or more: up to S$500. The time of day does not matter.
